A number of repair schemes have been proposed for Promenade Park, in Maldon, due to health and safety risks currently posed by the site.

Officers at Maldon District Council have estimated that £128,000 is needed to carry out the "essential" works, which include adding a new footpath and lighting on the main access road into the Prom and installing a dual pumping station at the marine lake.

The proposals also include resurfacing the entrance road and the skatepark.

A report by officers to the strategy and resources committee says the most costly project, resurfacing the skatepark for £45,000, includes fencing and replacement of ramps and would prevent "potential closure in the near future under health and safety".

It says: "This facility is extremely popular with young people and families and it has now reached a level of depreciation that poses health and safety risks due to surface safety and ramp condition and conformity.

"A new surface would see the facility become fit for purpose and a safe surface for all riders to use."

The new dedicated footpath along the main access road into the Prom would have low-energy bollard lighting installed down its length, with the scheme costing £25,000 in total.

Officers hope this would provide "safer pedestrian access" into the park so that users do not have to walk down the access road, while increasing safety "through having a suitable surface to walk on and the lighting for when the light conditions are poor".

The plans also include replacing the current timber bollards along the main Prom entrance with new plastic lighting bollards to "provide vehicles and pedestrians with adequate lighting for safer travel along the roadway", costing £15,500.

There is currently no lighting along the Prom entrance roadway.

The dual pumping station at the marine lake, costing £10,500, has been proposed to manage the level of the lake during winter and when it rains.

There is currently no overflow or pumping system, which results in the lake overflowing.

Resurfacing the Prom entrance road has also been proposed as, the report says, failure to do so "could result in incidents and accidents - including slips, trips and falls to the public - and also other health and safety concerns with vehicle access or usage".

The project is estimated to cost £32,000.

All proposed works to the Prom would be completed by November this year.

The strategy and resources committee has been asked by officers to review the capital strategy - which includes the projects at the Prom - and recommend it for approval prior to the full council meeting on 24 February.

The committee will make its decision on whether to recommend the strategy for approval tomorrow (Thursday, 3 February).
