Applications received

1. The Limes Guest House, 21 Market Hill, Maldon CM9 4PZ

An application for the retrospective change of use from tea rooms to a restaurant, the use of a patio area and existing outbuilding as a dining facility, including alterations to fenestration, toilet facilities and retention of two external dining pods.

2. Land north of Marsh Road, Burnham-On-Crouch

Application for non-material amendment following grant of Planning Permission 19/01208/FUL: Residential development comprising the construction of 90 residential dwellings (Use Class C3), public open space, landscaping and associated infrastructure.

Amendment sought: Changes to the south-east section of the approved development, specifically re-locating the block of flats slightly further south and associated changes.

3. Woodpeckers 15 Mangapp Chase, Burnham-On-Crouch CM0 8QQ

An application for the erection of five new dwellings.

4. Bay Trees, High Street, Bradwell-on-Sea CM0 7QN

T1 Bay - Reduce height by 2 metres, remove all dead and diseased stems, remove most of basil growth leaving largest stems to mature, cut back off of power lines by 2 metres. T2 Conifer - Fell. T3 Sycamore - Reduce over extended limb on south side by up to 7 metres, back to a suitable joint, remove diseased limbs that overhang neighbour's garden. T4 Hazelnut - Reduce height by up to 2.5 metres by removing leader, to clear power lines. T5 Hawthorn - Reduce height by up to 5 metres to clear power lines. T6 Conifer- Crown lift to a height of 2.5 metres over work area. T7 Eucalyptus - Crown lift to a height of 2 metres to give other shrubs room, cut back limb over power line by up to 3 metres to a suitable point, to clear power lines. T8 Yew hedge - 1 metre reduction to shape. T9 Apple - Remove crossing/damaged branches, reduce height by up to 2 metres to shape.

5. Land at Broad Street Green Road and Langford Road and Maypole Road, Great Totham

Westcombe Park: An application for the temporary display of advertisements comprising of three free-standing, non-illuminated flagpole adverts, one double-sided, free standing, non-illuminated advert and one free-standing, non-illuminated single-sided advert.

6. Land at Hook Farm, Mundon Road, Mundon

Proposed demolition of existing commercial structures and the construction of seven new dwellings with associated landscaping.

Applications approved

1. Hall Farm land at Hazeleigh Hall Lane, Hazeleigh

Variation of condition 4 on approved planning permission 22/00261/FUL.

The construction and operation of a solar photovoltaic farm and associated infrastructure, including inverters, security cameras, fencing, access tracks and landscaping.

2. 53 South Street, Tillingham CM0 7TH

An application for the demolition of an existing brick bungalow and the erection of one two-storey, five-bedroom dwelling, along with associated parking and a cart lodge to the rear.

3. 84 Fambridge Road, Maldon CM9 6AF

Proposed single storey rear/side extension and alterations.

Applications refused

1. 17 Highlands Drive, Maldon CM9 6HX

An application for a single-storey rear extension with roof light and Velux to the first floor, garage extension, single storey timber-clad structure to side and first floor side extension.

Reasons for refusal:

  1. The proposed timber structure and first floor extension to the side of the dwelling, by reason of its design and location, would be an incongruous addition to the existing dwelling to the detriment of the character and appearance thereof and the character of the surrounding area. The proposal is therefore unacceptable and contrary to the National Planning Policy Framework and policies D1 and H4 of the Maldon District Local Development Plan.
  2. The proposed development will reduce the size of the rear garden at the property to a level that would not meet the requirements of the current and future occupiers for external amenity space and so would not provide an adequate quality of life for the occupiers of the extended dwelling, contrary to Policy D1 of the Maldon District Local Development Plan, guidance contained within the National Planning Policy Framework and Maldon District Design Guide SPD.

2. 16 Rydal Drive, Maldon CM9 5LG

Convert garage to a utility/storeroom and a single storey rear extension.

Reason for refusal:

The proposed development will reduce the size of the rear garden at the property to a level that would not meet the requirements of the current and future occupiers for external amenity space and so would not provide an adequate quality of life for the occupiers of the extended dwelling, contrary to Policy D1 of the Maldon District Local Development Plan, guidance contained within the National Planning Policy Framework and Maldon District Design Guide SPD.

3. Lea Lane Cottage, Lea Lane, Great Braxted CM8 3EP

An application for a single-storey side extension.

Reason for refusal:

The proposed extension, by reason of its location, size and design would cause harm to the character and appearance of the existing dwellinghouse and the surrounding area, contrary to the National Planning Policy Framework and policies D1 and H4 of the Maldon District Local Development Plan.
