Misconduct cop gets a second chance

A SERVING Essex Police officer has received a final written warning following a misconduct hearing which found that his behaviour fell below the standards expected of the force.
On 15 October 2023, PC Oliver Stovell was assigned to hospital guard duties for a detainee who had attempted to self-harm. During this deployment, PC Stovell used language that was insulting and abusive both directly to the individual and within earshot of him.
It was further alleged that PC Stovell watched NFL games or highlights on his mobile phone or laptop while on duty, and used inappropriate, insulting, and misogynistic language in reference to a colleague.
The misconduct hearing, chaired by Norfolk Police Assistant Chief Constable Nicholas Davidson, concluded that the allegations were proven at misconduct, not gross misconduct. PC Stovell was found to have breached the Standards of Professional Behaviour in the areas of Authority, Respect and Courtesy, Equality and Diversity, and Discreditable Conduct.
As a result, the panel determined that a final written warning should be issued, to remain in place for a period of three years.
Deputy Chief Constable Rachel Nolan commented: "PC Stovell's behaviour towards a vulnerable individual in custody was wholly unacceptable.
"How we treat people, whether they are victims, witnesses, or suspects, is a fundamental principle of policing.
"Everyone who comes into contact with Essex Police should expect to be treated with fairness, dignity, and respect.
"This is a standard we expect of every member of our organisation, and I am reassured that the overwhelming majority of our officers, staff, and volunteers uphold these values through their professionalism every day."
