Applications received
1. Land between Kings Road and Burnham Road, Southminster
Approved Planning Services: An application for a new development comprising of nine detached and terraced dwellings.
2. Land east of Birch Road, Tillingham
Countryside Style Ltd: Full planning application for a residential development of 40 dwellings, formation of new vehicular and pedestrian access, associated open space, parking, and landscaping.
3. Claremont Garden Centre, Bryants Lane, Woodham Mortimer CM9 6TF
An application for a part two/part single-storey building to be used as a café, office and staff room, greenhouse, water storage tank, new walkway, extended car park, improved vehicle access, new substation, polytunnel, solar panels and associated landscaping.
4. Land north of 48 Woodrolfe Road, Tollesbury
Lewis & Scott Retirement Living Ltd: Application for non-material amendment following grant of Planning Permission 21/00702/FUL (Create residential specialist neighbourhood for older people, consisting of 25 dwellings and community hub building, with associated landscaping and infrastructure.)
Amendment sought: The internal reconfiguration of plot 5 in accordance with M4(iii) accessibility standards.

The proposed change of use from C3 (single dwelling house) to C1 (Hotels, boarding and guest houses), and a proposed single and two-storey front extension.
2. Longfield Medical Centre, Princes Road, Maldon CM9 5DF
Proposed single storey rear/side extension, two first floor extensions and internal remodelling.
3. MP Body Works Rear Repair Centre, Brunel Garage, Woodrolfe Road, Tollesbury CM9 8SE
Demolition of existing motor engineers' workshops (three bays) and erection of a pair of new industrial units:
- Unit 1: Use Class E (light industrial)
- Unit 2: a flexible use comprising Use Classes B2, B8, E (light industrial) and/or motor engineers' workshop.
4. Burnbrae, Franklin Road, North Fambridge CM3 6NF
Proposed two-storey side extension and single storey front extension creating link to proposed first floor accommodation in existing garage.
Applications refused
1. 74 Staplers Heath, Great Totham, Maldon CM9 8PH
Demolish existing lean to and conservatories and erect a rear and side ground floor and part first floor extension.
Reason for refusal:
- The proposed extension, by reason of its, form, design, palate of materials and lack of fenestration, would cause harm to the character and appearance of the existing dwellinghouse and the streetscene, contrary to policies D1 and H4 of the Maldon District Local Development Plan and the guidance contained within the National Planning Policy Framework.
2. Xtreme Fitness Gym Limited, Unit 19, West Station Yard, Spital Road, Maldon CM9 6TR
Demolish existing single storey commercial unit, remove container/ramp and construct two semi-detached commercial/light industrial units with general parking at the front.
Reason for refusal:
- The proposal would result in the loss of the existing fitness centre (a community service and facility) and it has not been demonstrated to the Council's satisfaction that the existing business/service is not and cannot be made viable and that effective marketing has been undertaken to demonstrate that there is no viable and appropriate alternative community service based use, contrary to Policy E3 of the approved Maldon District Local Development Plan.
3. Brelades, Burnham Road, Woodham Mortimer CM9 6SS
Proposed porch, front extension, dormers to front and the increase of width to rear dormer.
Reason for refusal:
- The proposed dormers, by reason of their location, design and size would appear overly dominant and visually incongruous within the roof slope of the main dwellinghouse and so would cause harm to the character and appearance of the main dwellinghouse and the surrounding area, contrary to policies D1 and H4 of the approved Local Development Plan and the National Planning Policy Framework.
4. The Old Ironworks, Fullbridge, Maldon
Claim for lawful development certificate for proposed split of ground floor unit 3 to create 2 no commercial units including removal of internal partitioning and insertion of new partitioning & doors to facilitate split.
Reason for refusal:
- The proposed development would not constitute Permitted Development within the allowance provided by Schedule 2, Part 7, Classes H (e) and (g) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended)
