Twelve planning applications in the Maldon District: 40 new flats at Burnham Waters development, seven homes in Southminster approved, changes to 41-home Latchingdon development, and more

Read this week's roundup of the key planning applications in the Maldon District, received or decided on by the Council.
Applications received
1. Land north west of 2 Maldon Road, Burnham-On-Crouch
Erect 40 flats and associated infrastructure, access ways, parking, and landscaping; construct enlarged detention basin; and provide additional parking spaces for approved medical centre.
2. Land north west of Beckingham Business Park, Beckingham Street, Tolleshunt Major
Outline planning application with some matters reserved apart from access, layout and scale, for the erection of two detached single storey Use Class E(g) light industrial units.
3. Great Canney Court, Hackmans Lane, Cold Norton
Addition of new building containing four flats to existing building containing flats and associated works.
4. Land at White Horse Cottage, Tillingham Road, Dengie
Outline planning application with some matters reserved for access, appearance and scale for the erection of 2No. two bedroom detached bungalows using an existing crossover to provide parking from Tillingham Road.
Applications approved
1. Land adjacent to 55 Kings Road, Southminster
Proposed seven new dwellings. Approved subject to the applicants and all interested parties first entering into an Agreement pursuant to S106 of the Town and Country Planning Act 1990.
2. Land north of Latchingdon Bowls Club, Burnham Road, Latchingdon
Removal of conditions 9 (extraction & ventilation), 10 (sewerage system) and 31 (assessment of playing field ground conditions) on approved planning permission 22/00568/VAR (Variation of condition 2 on approved Planning Permission 16/00299/FUL (Full planning application for (1) the development of 41 homes, amenity space and a revised vehicular access from the Burnham Road, and (2) a new village hall and associated infrastructure, (no change is proposed to the existing village hall access)
3. Land rear of 1 and 2 Warwick Close, Maldon
Construction of two new dwellings to the rear of 1 and 2 Warwick Close with all associated works including the construction of a new driveway to allow access.
4. 7 Silver Road, Burnham-On-Crouch CM0 8LA
T1 Holly - Crown reduction by 1.5m in height and lateral growth. T2 Labernum - Crown lift by 2m. 1m Crown reduction. T3 Walnut - 2.5m Lateral Reduction to left side of tree to re-balance crown. T4 Wild Cherry - 1m Crown reduction in height and lateral growth, Remove deadwood. T5 Holly - Fell. T6 Wild Cherry - Crown lift by 2m to give a total of 3m clearance. T7 Horse Chestnut - Removal of basal epicormic growth up to 2.5m, Crown thin by 15 per cent.
Applications refused
1. 14 Roots Lane, Wickham Bishops CM8 3LS
Proposed two storey front, side and rear extension to dwelling house including building over existing single storey attached garage. Widening of existing vehicular drop kerb access.
Reasons for refusal:
- The two storey side/rear extension proposed, by reason of its location, design, depth, bulk and height, would be a visually incongruous and disproportionate addition to the property which would unbalance the proportions and appearance of the host dwelling thereby causing harm to the character and appearance of the existing dwelling and the streetscene, contrary to Policies D1 and H4 of the Maldon District Local Development Plan and the guidance contained within the National Planning Policy Framework.
- The proposed development, due to the depth and height of the two storey side/rear extension proposed and its proximity to the boundary of the site, would have a dominant and overbearing impact on the outlook from the garden of the neighbouring dwelling (No.16 Roots Lane) which would have an unacceptably harmful effect on the neighbouring occupiers' living conditions, contrary to the stipulations of Policy D1 of the Maldon District Local Development Plan and the guidance contained within the National Planning Policy Framework.
2. Grove Manor, Herbage Park Road, Woodham Walter CM9 6RJ
Retrospective change of use of land to residential garden.
Reason for refusal:
- Contrary to policies S1, S8 and H4 of the approved Maldon District Local Development Plan 2014-2029 the extension to the residential curtilage has without justification substantially extended the domestic garden resulting in urbanisation of an area of woodland which is clearly differentiated from the existing residential curtilage of Grove Manor.
3. The Old Court House, Maldon Road, Latchingdon CM3 6LF
Proposed double garage with store room over.
Reason for refusal:
- The development, due to the design, external materials, location and size of the garage building proposed, would be an overly visually dominant and incongruous addition to the site to the detriment of the character and appearance of the site and the surrounding area, contrary to Policies D1, D3 and H4 of the Maldon District Local Development Plan and the NPPF.
4. 20 Devonshire Road, Burnham-On-Crouch CM0 8DR
Claim for lawful development certificate for proposed single storey rear/side extension.
Reason for refusal:
The proposed single storey rear/side extension would not fall within the tolerances of Class A of Part 1, of Schedule 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
